KHALIL N. KHOURI

GROUP CEO
Khalil is responsible for formulating the group’s overall corporate strategy, market positioning, growth plans and the overall financial strength of the company while overseeing the Proposals Division (tendering & design), corporate affairs, the development of human capital and I.T. policies. He has worked for NSCC International for over 27 years and holds a BSc. in Civil Engineering and an MSc. in Soil Mechanics, both from Imperial College London.

Nidal N. Khoury

Vice President
Nidal is responsible for regional revenue generation in addition to overseeing NSCC’s Ground Improvement Division and the Commercial & Risk Department. He has worked in the company since 1993, during which he streamlined its operations and procedures. He holds a BSc. in Chemistry from the University of Illinois.

Issam N. Khoury

Chief Operating Officer
Issam joined NSCC International at the start of his career in 1993. He is responsible for regional revenue generation and overseeing NSCC's HDD Division, Project Delivery and Plant. He holds a BSc. in Civil Engineering from Northwestern University.

Mohammed Al Kaff

Executive Director – Projects Delivery
Mohammed has been with NSCC International since 2001. He heads the company’s operations across all regions. Prior to that he managed numerous high value projects and has extensive knowledge of joint venture administration. He holds a BSc. in Civil Engineering from the University of San Diego.

Khalil Fakhoury

Senior Director – Commercial & Risk
Khalil is responsible for administering all NSCC contracts as well as commercial and legal representation of the company across all operating regions. He also oversees the risk department which plays a pivotal role in the project lifecycle. He holds a BSc. in Civil Engineering from Yarmouk University.

Hassanin Hashim

Regional Director
Hassanin is responsible for the Iraq region where he was successful in securing NSCC’s first project in the country. He also heads the HDD & Pipeline EPC Division across all regions. He holds a BSc. in Civil Engineering and an MSc. in Structural Engineering, both from the University of Basrah.

Youssef Abou-Haka

Director - Infrastructure Division
With over 37 years of experience in the construction industry, Youssef is a civil engineering expert who leads large civil works projects in the UAE and the Gulf Region. He is responsible for establishing NSCC's Infrastructure Division, securing suitable tenders and opportunities, and ensuring registration with major clients.

Noor K Khouri

Strategic Initiatives & Technology Manager
Noor is an accomplished engineer and product leader who joined NSCC International in 2025 as a third-generation member of the founding family. She leads strategic initiatives focused on improving operational efficiency through technology and AI. Prior to NSCC, Noor worked at startups in the UK, building products across finance, insurance, and construction. She holds a Bachelor’s in Civil Engineering and a Master’s in Building Technology (Architecture) from MIT.

Amr Hijjawi

Group Finance Manager
Amr joined NSCC International in 2007 and held various positions within the company till 2012. He rejoined NSCC in June 2019 and is responsible for the financial health of the company across all regions. He holds a BA in Accounting from New York Institute of Technology, Jordan and a MSc in Accounting & Finance from University of Leeds, UK and is a Certified Management Accountant.

Hazem Nour

Area Manager
Hazem joined NSCC in 2014 as Sr. Project Delivery Manager and was instrumental in the successful delivery of our work on the iconic Etihad Museum in Dubai. He brings with him more than 20 years of project management experience, and holds a BSc. in Civil Engineering from Cairo University.

Rami Jabour

Area Manager
After graduating with a BSc. in Civil Engineering from the University of Damascus, Rami’s passion for soil mechanics led him to pursue an MSROE (Master’s in Soil, Rocks and Mechanic Works and their Environment) from Ecole Central Paris. He joined NSCC in 2005 as a QA/QC Engineer and has been one of the stars who’ve risen through the ranks into a project management role. Rami is now responsible for securing and delivering projects in Abu Dhabi.

Tammam Chacra

Area Manager
Tammam graduated from Damascus University with a BSc. in Civil Engineering and Associate’s Degree in Structural Division. He joined NSCC in 2008 as a Project Engineer, then Project Manager. He is now responsible for project delivery in Qatar, Oman and Bahrain.

Siba Al Saleh

Human Capital Department Manager
Siba brings with her over 20 years of experience in multiple industries such as Energy, Oil and Gas, Engineering, Real Estate, and Investment, with a proven track record of effectively managing Human Resources on a global scale. As Human Capital Manager, Siba plays an instrumental role in developing and implementing HR strategies and initiatives aligned with the company’s business strategy.

Ghina Faour

Geotechnical Design Department Manager
Ghina joined NSCC in 2017 under its Graduate Programme, and rapidly rose through the ranks and now heads the Geotechnical Design Department. She holds a Masters in Civil Engineering from the American University of Beirut.

Rochell Santos Pahati

Tendering Department Manager
With a BSc. in Civil Engineering, Rochell joined NSCC as a Quantity Surveyor and ascended quickly through the ranks to Senior Estimation Engineer. She now manages the Tendering Department and ensures that goals are met though various functions throughout the estimation and bid cycle, including techno-commercial analysis, bid negotiations and preparation of budgets.

Tarek Ibrahim Azab

Group Plant Manager
Tarek joined NSCC’s plant department in 2008 in his capacity as Plant Engineer and by 2016, he ascended to the role of group Plant Manager. He is responsible for managing our sizeable fleet of plant and equipment, ensuring it’s maintained in first class working condition, while supervising a team of dedicated engineers, technicians and plant crew. Tarek holds a BSc. in Power Mechanical Engineering from Alexandria University.

Hani Mousa

Senior Procurement Manager
Hani joined NSCC in 2008 and has a total of 28 years work experience in the procurement field. He holds a BSc. in Computer Engineering and a Master’s Degree in Marketing.

Mustafa Derouiche

Senior HSE Manager
Mustafa has been with the company since January 2006 and is a major figure at all our project sites in all regions. Recently he has taken on a more operational role in project delivery. He holds a BSc. in Safety Engineering as well as other HSE-related certifications.
